UNH Franklin Pierce School of Law welcomes five new full-time faculty members to its ranks, including an associate dean for academic affairs and an associate dean for administration and enrollment. These faculty joined UNH Franklin Pierce to support its mission to provide students with the best legal education possible, with an emphasis on collaboration between students and faculty, and represent a broad range of skills, experiences, and aptitudes—from a renowned expert in online learning to a former commanding officer in the U.S. Navy.

“We are beyond thrilled to add such notable talent to further strengthen our already robust and dedicated faculty,” said Dean Megan Carpenter. “Every single one of our new faculty members brings tremendous lived experience of the law, as well as a strong knowledge of the law’s theoretical underpinnings, making them a perfect fit for UNH Franklin Pierce.”

Rebecca Purdom

Rebecca Purdom, Associate Dean for Academic Affairs

A renowned expert in online legal education, Dean Purdom comes to us from Emory University in Atlanta, where she served as Executive Director of Graduate & Online Programs and Prof. of Law for four years, and, prior to that, as the Associate Dean for Innovation and New Programs at Vermont Law School where she remains a fellow at the Center for Legal Innovation. She remains an adjunct with Stanford Medical School where she spent a year as a visiting professor, focused on helping scientists communicate with legal professionals and policy makers, and worked with the Harvard Law School Program on the Legal Profession to develop standards for online legal education. She has her JD and MSEL degrees, magna cum laude, from Vermont Law School, where she was also the managing editor of Vermont Law Review.  Her academic work focuses on environmental sustainability and regional responses to climate change.

Shane Cooper

Shane Cooper, Associate Dean for Administration and Enrollment

Dean Cooper is retired from the US Navy JAG Corps and served as its Chief Legal Counsel with US Fifth Fleet in Manama, Bahrain before his most recent work as Commanding Officer at Naval Justice School in Newport, Rhode Island. As the former lead for the Navy legal education and training school, Dean Cooper was responsible for the oversight, management, and execution of training for the Navy’s 2,400 legal professionals. He is a Navy veteran and judge advocate skilled in providing counsel and training to executive leaders on issues including national security, ethics and compliance, investigations, disciplinary proceedings, administrative law, environmental law, Freedom of Information Act, Privacy Act, equal opportunity claims, prevention and response to sexual harassment and sexual assault, and other matters of statutory and regulatory compliance. He received his JD, summa cum laude, from Cornell Law School and his LLM in International Law and National Security Law from Columbia Law School.

Mason Marks

Mason Marks, Assistant Professor of Law

In addition to his role as Assistant Professor of Law at the UNH Franklin Pierce School of Law, Prof. Marks is a Senior Fellow at the Petrie-Flom Center at Harvard Law School and Project Lead of the Project on Psychedelics Law and Regulation (POPLAR), and an affiliated fellow at the Information Society Project at Yale Law School. He is formerly a research scholar at the Information Law Institute at NYU School of Law. He received his JD from Vanderbilt University and his MD from Tufts University School of Medicine.

Tiffany Li

Tiffany Li, Assistant Professor of Law

Tiffany C. Li is a technology attorney and legal scholar. She is an Assistant Professor of Law at University of New Hampshire School of Law, where she teaches Internet Law and Constitutional Law. She is also a Fellow at Yale Law School’s Information Society Project.

She previously taught Technology Law at Boston University School of Law. Li has also held past affiliations with Princeton’s Center for Information Technology Policy and U.C. Berkeley’s Center for Technology, Society and Policy. Prior to academia, she gained experience in law and policy at leading technology organizations including the Wikimedia Foundation, General Assembly, and Ask.com.

Li is a licensed attorney and has CIPP/US, CIPP/E, CIPT, and CIPM certifications from the International Association of Privacy Professionals. She has a J.D. from Georgetown University Law Center.

Anna Elbroch

Anna Elbroch, Clinical Assistant Professor

Anna Elbroch practiced criminal and juvenile defense law in New Hampshire for 16 years, 9 years at the New Hampshire Public Defender’s Office and 7 in private practice where she expanded her representation as an attorney and GAL to youth in marital, abuse/neglect and CHINS proceedings.  In practice, Professor Elbroch also collaborated with a variety of organizations to improve the delivery and coordination of quality services for youth including: Seacoast Framework for Collaboration, Juvenile Drug Court, County wide mental health court; Youth Law Project at New Hampshire Legal Assistance; and New England Juvenile Defender Center.   Since leaving practice in the Fall of 2016, Professor Elbroch has worked as the Legal Training Coordinator for the Child Welfare Education Partnership at Granite State College and has taught undergraduate online criminal justice classes, including Juvenile Justice Systems and Law, Justice and Family.  She also sits on the New Hampshire Board of Psychologists, and is a Board Member and Contract Committee Member for the Seacoast Diversion Program.  Professor Elbroch earned her bachelor of arts degree, magna cum laude, from the University of New Hampshire and her juris doctor from Boston College Law School.
